Public-Private Partnership to Improved Vocational Education in Ukraine (EdUP) is the Ukrainian-Swiss project funded by the Government of Switzerland and private sector partners. The project is implemented by Swisscontact, the Swiss Foundation for Technical Cooperation, with the support of the Ministry of Education and Science of Ukraine.
We are developing a system of vocational education in construction professions with the support of the private sector. This will allow young people and adults, including war veterans, IDPs and Ukrainians returning from abroad, to acquire skills adapted to the needs of the labor market and earn higher incomes. The project aims to provide women and men with equal access to vocational training in the construction sector.
The Public-Private Partnership for Improving Vocational Education in Ukraine (EdUP) project is helping 29 vocational schools in Ukraine train specialists in six construction fields: plumber, facade insulation, welder, electrician, cladding, and concrete worker.

The project will enable graduates of construction professions to acquire skills tailored to the needs of the labor market, making it easier for them to find employment and earn higher incomes.
Geberit initiated the EdUP project and has supported its growth over the years. During the war, Geberit has continued its support for VET schools in Ukraine but has adapted its approach to address the changing needs and challenges faced by the educational sector. Namely, it has shifted its support to help VET schools become more resilient in the face of war. The Company provides equipment for inclusive groups, and company experts train teachers, who, in turn, teach students to install this equipment.

We support initiatives in vocational education in Ukraine, and our assistance is only increasing. We have decided to expand the funding of the EdUP project, particularly its infrastructure component, which involves covering 10 vocational training institutions in the eastern and southern regions. Swiss support for Ukraine is planned for the next 12 years, with the next four years focused specifically on developing vocational and technical education.

The Swiss Agency for Development and Cooperation (SDC) is the agency for international cooperation within the structure of the Federal Department of Foreign Affairs of Switzerland (FDFA) and serves as a key development partner and initiator of the project. SDC is responsible for overall coordination with other federal agencies in the field of development cooperation and cooperation with Eastern Europe, as well as for the humanitarian aid provided by the Swiss Confederation.

Beneficiary of the EdUP Project and Supports its Implementation
The Ministry of Education and Science of Ukraine is responsible for implementing state policy in the field of education and science. The ministry also comprehensively oversees scientific, scientific-technical, and innovation activities; technology transfer; ensures state supervision over the activities of both educational institutions of all forms of ownership and enterprises, institutions, and organizations that provide educational services or act as intermediaries in their provision.
Project Implementation Agency
The Swiss Foundation for Technical Cooperation “Swisscontact” is responsible for implementing the EdUP project in Ukraine. The foundation was established in 1959 and is currently a leading organization for implementing international development projects, operating under Swiss law as an independent non-profit organization.
Swisscontact started its operations in Ukraine in July 2020 just when Covid-19 was taking effect. Due to Covid-19 and the Russian invasion, the EdUP Project Manager operated from the regional office in Albania. It was only after the EdUP 3 contract in July 2023, that we established an office in Kyiv with a resident Country Director and a Project Manager.
