From May 7 to July 3, 2025, with the support of the EdUP project, the online course “Building Ukraine’s Qualifications System: Opportunities and Perspectives for VET Institutions” took place. A total of 105 participants from 29 vocational education institutions, all EdUP partner schools, took part in the training. Among them were school directors, methodologists, special subject teachers, and vocational instructors.
The course program covered key topics:

legal and regulatory framework for the functioning of Qualification Centers (QCs);

procedures for opening and accrediting QCs in VET institutions;

organization of independent qualification assessment;
-
cooperation with employers and industry partners;
-
development of assessment and evaluation materials (AEM);
-
pedagogical design;
-
creation of digital learning content.
The course was facilitated by experts from DTEK Academy. During the first stage, participants studied the theoretical foundations, prepared profession-specific documentation packages, and developed AEMs. The practical component included a real-life case study of DTEK’s Qualification Center — a successful implementation presented by Inna Olifirenko.
Yurii Balaniuk, Head of the National Qualifications Agency (NQA), shared his strategic vision of qualifications development in Ukraine, while Maksym Pekhovka and Tetiana Horbunova (EdUP) presented the logic behind systemic transformations and offered practical tools for implementing change.
A separate focus was placed on pedagogical design. Trainer Oleksandra Savchenko guided participants through:

analyzing learner profiles;

defining learning goals;
-
applying competency-, problem-, and project-based approaches;

evaluating learning outcomes.
The module on creating digital learning materials was led by Sergii Rybachuk, an expert in e-learning implementation in the VET system.
After completing the course, participants were ready to take practical steps — from developing a QC establishment plan to preparing all required documentation in line with the National Qualifications Framework.
